Capacity consolidation courses and training to mitigate chemical, biological, radiological and nuclear risks
Between January 27-31, 2025, representatives of the National Agency for the Regulatory Agency for Nuclear and Radiological Activities participated within the National Institute of Justice in Moldova in the third series of capacities consolidation and training within the centers of excellence to mitigate chemical, biological, radiological and nuclear (CBRN). The pilot project of the initiative "Consolidation of the investigative capacities, criminal prosecution and awarding CBRN in Moldova". This pilot project is financed by the Foreign Policy Tools of the European Commission and implemented by UniRI. Prosecutors, investigators, judges, police officers and customs officers, the criminal justice and the law enforcement authorities and other relevant government agencies involved in the response to the CBRN incident. ADJUDICE. The training trip started with an introduction to the CBRN materials and the challenges associated with the investigation and criminal prosecution of the associated crimes. Experts discussed the complexity of CBRN incidents, with an emphasis on criminal investigation and prosecution strategies, the role of prosecutors in different legal systems and the importance of mutual legal assistance (MLA) in cross -border investigations. forensic capabilities. A significant part of the course focused on nuclear forensics, emphasizing how it can support CBRN investigations and the importance of maintaining a suitable custody chain. judging CBRN offenses. The sessions regarding the exchange of information, the undercover operations and the protection of witnesses have added a critical dimension to the discussions, emphasizing the need for efficient coordination and physical security during investigations. This allowed the participants to explore how to integrate the knowledge acquired in their national staff, ensuring that the beneficiaries are better equipped to manage the CBRN threats and to improve the national coordination and international cooperation. to improve international cooperation and to ensure a robust response to potential future challenges. The initiative is to mitigate the risks and strengthen the comprehensive governance in EU's partner countries, following a voluntary and demand -based approach. The EU provides for the implementation of a wide range of CBRN risks, including needs and risks, national and regional action plans, capacity consolidation, legal framework and real time (including cross -border), interregional exercises. the exchange of good practices and the exchange of lessons learned. The common research center (JRC) of the European Commission provides technical assistance to partner countries, while the Interregional Institute of the United Nations for Crime and Justice Research (UniRI) ensures a coordinated and efficient cooperation at national, regional and international level. Other relevant international and regional organizations and experts, which involve 64 countries from 8 regions of the world, also contribute to this initiative. This is done by the largest Civil External Security Program in the EU.
